

English Department, Universitas Andalas, in collaboration with University of Social Science and Humanities, Vietnam, University Kebangsaan Malaysia, and University of Malaya, Malaysia, is organizing an international conference to bring together scholars, researchers and students to share their research results and ideas on how social and cultural changes in the world, particularly in Asian Countries, has brought implication on the way human being see the world, their self, and others. Some restrict it as an exclusively economic phenomenon while others believe it also has social, cultural and political effects. Some see globalization as the ever changing of technology, economy, media, and ideology through the movement of people over cultural and national boundaries.

Thus, to understand globalization one must re-understand the world and how culture, diversity, politics, ethnicity, race, and homogeneity are manifested. Some people see globalization as the homogenization of culture. The research found that in the general direct local head election has spawned a number of negative trends in its implementation, both in the upstream and downstream of the sides process, which is precisely the paradoxical with the principle of democracy that will be built, consolidated, and institutionalized through the local head elections. The data collection method in this study is using qualitative approach, through the interviews, literature review, and documents or reports assessment of the mass media. This study is trying to discuss a variety of negative symptoms or the dark side from the implementation of direct local head elections.

A numbers of the negative tendencies phenomenon massively growing, such as political dowry, money politics, also “the shadow state” and political dynasties phenomena in several areas. Since being held in 2005, direct local head elections directly gave a birth to negative trends in politics and local governance. Beside the positive impact with the increasing of the people political participation and tightening the consolidation of democracy in the region.
